GRAND COUNTY, CO 93972 12/22/94 0337 PM • • 00 . Ott
PAGE 10 OF 43 SARA L ROSENE,RECOP.DER P.EC-FEE DOC-FEE AFL
'
Inspiration Point Pit
' EXHIBIT D
' ~ Mining Plan
History of the Pit:
' a This existing pit abuts a steep west facing slope on the east side of the permitted area. The previous mining
a method involved mining straight into the talus slope until solid rock was encountered. As additional
o m material then slid down the steep, undermined slopes, that material would also be removed. This resulted
o w in the creation of a steep, rock faced, highwall approximately 50' tall. Mining then progressed to the south
' ' ~' along the highwall. During the past year, the County has acted to rectify the situation by mining further
v back from the highwall leaving 2:1 slopes, and by placing fill material against the lower portions of the
' o highwall.
o ~ Mining Method to be Employed:
.w
' ~ The existing pit is approximately five (5) acres in size. The pit will be expanded to a total of 13.61 acres
a within the 9.99 acre tract. The potential mineral material reserves of rock and soil are 165,000 cubic yards.
Approximately 15,000 cubic yards will be removed per year.
' In the future, Grand Counl will not mine any further into the hillside creating a highwall. Materials piled up
~ against the base of the existing highwall will not be removed. Mining will continue to the south a sufficient
a distance from the hillside to leave a slope no steeper than 3:1. The maximum seam thickness to be mined
o ~ will be 25 - 30'. No mining will occur on slopes which are steeper than 20%. No permanent highwalls will
' o a be created. No slopes steeper than 3:1 will be created. The completed pit will have a drainage grade to
O the northwest of at least 2%. During mining the existing 4 x 4 road to State Division of Wildlife lands will be
kept open, though not necessarily in its present location.
' ~a
N ~ Topsoil will be stripped to a depth of at least 12" and will be stockpiled around the perimeter of the pit.
N ~ Topsoil will be seeded with native grass species to help preserve the soil's viability and to protect it from
~ o wind and water erosion. Grass, shrubs, and small trees will be stripped and incorporated into the topsoil
' ~ a piles or will be stockpiled separately for later use as a mulch.
~ ~ The pit area receives approximately 11-14" of precipitation per year. Surtace water is generally not present
' .~ a in the permit area. The mining operation will not intersect any sources of groundwater. During operations

~ < ,
the pit will be bermed with material piles or topsoil piles to contain any overland flow from storm events.
rn rn
' The mine Yife is approximately ten (10) years. No mining will occur from November 15 to April 15 to avoid
o ~ conflict with wildlife on their wintering areas. Due to the small staging area and pit area there will be limited
~ ~ sequential reclamation during operations. As mining progresses to the south, the staging area will also shift
' F a. toward the south. Reclamation work will begin at the north end of the project area and will progress toward
z o the south as mining progresses and as space allows.
a
~ ~ Mining equipment will consist of one crusher with a capacity of 180 tons per hour and usually one front end
' loader and one crawler tractor. The crawler tractor will push material dawn the slope to the northwest
~ where it will be loaded into the crusher by the front end loader. Crushed material will be stockpiled at the
a a northwest end of the pit. Typically no more than eight truckloads will be hauled per day.
' c~ a
A steel gate with warning signs will be placed at the entrance to the pit to restrict access to unauthorized
personnel. The pit will be patrolled on a regular basis to inspect for damage and to remove litter and illegal
dumping. All noxious weeds will be controlled by Grand County through an authorization with the BLM. No
t inoperable equipment or equipment not related to the mining operation will be stored at the site.
1
