Banks and Gesso, LLC <br />EXHIBIT D -MINING PLAN <br />Overview <br />The Applicant proposes to excavate a total of approximately 2.3 million cubic yards (3.7 <br />million tons) of sand and gravel from the Heit property. The excavation operation will <br />start in 2003 and will last for approximately 7 years. Approximately 500,000 tons of sand <br />and gravel will be mined each year. The actual length of the operation is highly <br />dependant on market conditions. <br />The Applicant proposes to develop the site as a sand and gravel mining and processing <br />operation. Approximately 68 acres of the total permit area of approximately 102 acres is <br />proposed for excavation (see Exhibit C-3: Mining Plan Map). The property will be mined <br />in two phases. Phase1 includes Mine Area 1 and Phase 2 includes Mine Area 2. Mine <br />Area 1 (approximately 61 acres) will be dry mined and Mine Area 2 (approximately 7 <br />acres) will be wet mined. The processing plants will be located in the center of Mine <br />Area 1. <br />The post-mining land use of Mine Area 1 will be a lined water storage reservoir facility, <br />while Mine Area 2 will be reclaimed to enhance wildlife habitat opportunities in the area. <br />Phase 1 Mining Methods <br />The Applicant proposes to dry mine Phase 1. A slurry wall will be installed around the <br />perimeter of the mine area, within the offset along the mining boundary. Dewatering will <br />occur prior to mining. Backfill operations will be concurrent with mining operations. <br />Initial mining operations during Phase 1 will include topsoil and overburden stripping and <br />excavation of dewatering trenches, sedimentation ponds and sump areas. Following <br />topsoil and overburden stripping, raw materials will be excavated with trackhoes and <br />front-end loaders. Excavated materials may be loaded on a field conveyor and <br />transported to the processing plant. Most excavated materials will be removed with <br />scrapers or loaded into off-road haul trucks for transport to the plant site.
