The literature review revealed that there have been a <br />number of cultural resources studies in the project vicinity. <br />• In September of 1979 Western Cultural Resources Management <br />(WCRM) conducted an inventory of the Seneca II mine permit <br />area and recorded five sites and four isolated finds. <br />Testing was recommended for two of the sites ( SRT1 39 and <br />SRT142) (Wheeler 1980). This testing was performed by <br />WCRM in April of 1980 (Hand 1980). Site SRTi42 was found <br />to be not significant, but site SRT139 was thought to <br />be eligible for the NRHP, A data recovery program at <br />SRT139 was carried out by Nickens and Associates in August <br />of 1980 (Tucker 1981). <br />The Peabody Coal Company had High Plains Consultants inventory <br />1.5 miles of access roads and seven 20 by 20 ft drill <br />pad sites in the Seneca II mine vicinity in August of <br />1983. This survey recorded three isolated finds (Linnabery <br />and Evans 1983). <br />In 1984 Goodson and Associates surveyed 123 acres adjacent <br />to the east of the Seneca II mine for the Twentymile Coal <br />Company. They recorded eight cultural resources, of which <br />four were historic sites and four were prehistoric isolated <br />finds (Killam 1984). <br />The Grand River Institute surveyed a 60 mile long power <br />line corridor from Hayden to Gore Pass for the Tri-State <br />• Generating Company in 1985. They recorded five historic <br />sites, three prehistoric sites and one isolated find. <br />~ One site, SRT487, was thought to possibly be eligible <br />for the NRHP and monitoring of construction activities <br />at that location was recommended (Conner and Langlon 1985). <br />In June, 1987 Powers inventoried 180 acres for the Cyprus <br />Addition and Pond 008 locations at the Seneca II mine, <br />for Peabody. One prehistoric isolated find was recorded <br />(Brechtel and Friedman 1987). <br />4.0 STATEMENT OF OBJECTIVES <br />In terms of prehistory, regional cultures can be discussed <br />within the Paleo-Indian (ca. 10,000 to 5500 B.C.), Archaic <br />(5500 B.C, to A.D, 500), Formative (A.D, 500 to 1300), <br />and the Protohistoric stages (Guthrie et al. 1984; Grady <br />1984). During the Historic period, after ca, A.D, 1540, <br />the area can be discussed in terms of several temporal/ <br />political/economic themes, including Early Exploration <br />• and the Fur Trade (1764-1876), Native American-Euro-American <br />Contact (1760-1889), Coal Mining (1870-1945), Early Transpor- <br />tation and the Railroads (1859-1934), Ranching and Farming <br />(1859-1945), Settlements (1869-1915), Recreation and Tourism <br />•• (1865-1945), and Federal Activity (1890-1945) (Mehls 1984; <br />Husband 1984). <br />
