• Construction <br />The total disturbed area of the rock disposal operation will be approximately 34 <br />acres, including the required, stockpiles and sedimentation controls. The <br />capacity of the refuse disposal site is approximately 2,000,000 cubic yards. The <br />projected amount of coal mine waste to be generated from the mine and coal <br />preparation plant is expected to average 200,000 cubic yards per year. The <br />maximum height between the toe of the proposed fill and its ultimate top is <br />approximately two hundred feet. <br />The first task of the construction of the coal mine waste disposal area will be the <br />construction of the sedimentation pond and associated collection and diversion <br />ditches. The second task is the stripping of topsoil, removal of all organic <br />material and salvaging cover material. The third task will be the installation of the <br />lateral drains, rock under-drains and excavation of the toe key into competent <br />material as per the recommendation of the following Lambert & Associates' <br />report. <br />The soil material exposed in the clearing and grubbing operations will be <br />compacted prior to material being placed. <br />The coal mine waste disposal area is segregated into 50-foot lifts for planning the <br />material handling and contemporaneous reclamation activities. The first 50-foot <br />lift, which encompasses the lower 7.5 acres of waste disposal site, shall initially <br />be cleared of trees and heavy brush. The footprint of the topsoil and coverfill <br />stockpiles will also be cleared of trees and heavy brush. The trees and heavy <br />brush will be stockpiled and burned. After the sites are cleared of trees and <br />heavy brush, topsoil, organic material and vegetation (including sagebrush) will <br />be stripped together and stockpiled in the topsoil storage area. Approximately <br />26,000 cubic yards of topsoil is available for salvage in the initial coal mine waste <br />disposal area and coverfill pile footprint. coverfill will be salvaged and stockpiled <br />in the designated area. The amount of coverfill salvaged will be the amount <br />necessary to cap the top construction face and the top of the waste disposal pile, <br />approximately 55,000 cubic yards. Some of the clearing, topsoil salvage and <br />cover material salvage may be performed after the lower areas of the coal mine <br />waste disposal area are in use. However, the goal is to salvage the above stated <br />• topsoil and cover material volumes from the lower 7.8 acres of-the waste <br />disposal site and the foot print of the coverfill pile. <br />TR-30 - 4 - 02/04 <br />
