The Land Use staff bas completed a preliminary evaluation of the above referenced applications. Due <br />' ~`Q~ to the delays in obtaining some of the supplemental information identified in both your initial submittal <br />and in correspondence you have previously received, some of the following comments may be duplicative <br />of previous comments. The following is a summary of concerns identified to date. <br />(4~ Clearly the appiication raises many issues. The most significant of these is the actual need for <br />1p~~ the proposed reservoir. Although the application materials do address the potential need for <br />additional water storage, none of the possible users, who were sent referrals, have indicated ao <br />interest in the facility. Given the time frames associated with this portion of the project, it may <br />be reasonable to drop the reservoir proposal, at this time, unless a user or users can be identified. <br />~ l A The inclusion of the reservoir has created some confusion in the review process. Principally the <br />comments are related to the timing of permits, users, and the coordination of the reservoir with <br />the roclamation plan proposed. <br />' I have reviewed the information provided on alternative traavportation of the material from the <br />~~i quarry. Additional information regarding the relative costs of the conveyor vs. road is necessary. <br />~ (~5• ~ o < A preliminary schematic of how the conveyor could be arranged and located with respect to the <br />~~.~ ~ highway and river corridors should be provided. <br />' Regarding the reclamation plan, the information provided doesn't indicated what r of <br />water inlhe wetland and ponds will b~ exnosed groundwater. Al ou you ave indicated that <br />~~~ the applicant has adequate water rights to offset any evaporative losses, there is no analysis of <br />~7QD 'this issue. As you are aware, the State Engineers Office will require a well permit for a~ <br />exposed groundwater which is a part of a~ reclamation plan. Please provide this office with this <br />~~tion_-Contaainglhe.~t. Vrain Lefthand Water Conservation District would be advised. <br />~~^ d Their input.on these issues and entering into an agreement, with the district, for evaporative <br />~C~SO•°I losses has been found acceptable in the past. <br />The other componem of the water issues is the amount necessary to mitigate dust or to be used <br />for other "consumptive" purposes on site.
