The list of names <br />Includes judges, commissioners, <br />county employees present and <br />past and law enforcement offi- <br />cials. <br />The issue began approximately <br />hvu years ago when Wolf con- <br />stmoted aresidence nn his pop- <br />es}' located in the 2900 block of <br />ftobinsun Hill Road in somh <br />Gilpin County. Wolf did not reo <br />ugnize Gilpin County's amhoriq•, <br />thus did not secme permits or <br />certificates of occupancy for the <br />residence or for a building con- <br />shveted al a Inter date. <br />Gilpin County took him to court <br />and prevailed, but Wolf filed an <br />appeal to the next higher coon, <br />the Gi{piu DisMct Court. Then <br />Judge Frmrk Plain fmmd in favor <br />of Gilpin Coumy and rejected <br />Wolfs appeal. Fines and fees <br />began to accrue on a dotty basis, <br />and they have not reached a fig- <br />ure in excess of $'A2,000. <br />In September Wolf filed a <br />Notice of Inremational <br />Commercial Claim in Admiralty <br />Administrative Remedy seeking <br />damages against 17 Gilpin <br />Cuunly judges, law en(arcumcnt, <br />employees and wmrnissianers. <br />Although Wolf recognized the <br />jurisdiction aC the Coun o flu <br />Admiralty fin his case, no one <br />else agreed with him. When <br />County attorney Jim Petcock <br />received the notice, mailed to <br />him by Wolf, tie said there was no <br />such court and he filed the papers <br />in his file. <br />Since that lime, Wnlf has "per- <br />fected,"his claim and asked fm a <br />total of $4 billion. Despite his <br />demand nn 11105E be claimed <br />against, his claims have not been <br />recognized or paid. As such, the office was <br />advised of the actimrs o(Wolf. <br />Attomey Will Allen talked about <br />die case. He said the Attomey <br />General's office refers to folks of <br />Wolfs ilk as "constitutionalists." <br />He said there are specific requiro- <br />incurs before any liens can he <br />filed in any Colorado <br />County offices, and <br />Wolf has not met <br />those requirements <br />because he has nor <br />filed a legitimate <br />action in any recog- <br />nized coon acrd does <br />nut have Um required <br />legal dacuments- <br />Havittg said [hat, <br />hmvever, it is possible <br />Wolf could find a <br />county clerk some- <br />where who is willing <br />to file the liens.' <br />Someone who's suspi- -rr,a1e <br />ciotzs will not be raised by the $~ <br />billion lien amount.
