i ' • • <br />The decreed water rights are sufficient to compensate for the <br />' new depletion caused by an exposed water surface of up to 59 acres. <br />Inasmuch as the site will be.~ieveloped over a 10 to 15 year period, <br />there will be a substantial overcompensation to the Cache la Poudre <br />River in the first several years of development. <br />Based upon the hydrologic and legal factors discussed above, the <br />following steps are recommended: <br />1. Historic land use be accurately defined in terms of the number <br />' of acres in each category. <br />'2. Final land-use Configuration be estimated as accurately as <br />possible, particularly if the alternative of importing fill <br />material is considered, <br />3. Availability of appropriate water rights be investigated in <br />' order to determine the economic tradeoff between water rights <br />acquisition and cost of fill material, if either is required. <br />4.
