Mr. Harold E. Clare II - 3 - June 6, 1989
provided in the narrative. Please address the following questions:
a. What is the peak flow resulting from the 100-year, 24-hour storm
event in Twin Creek at the location of the dam?
b. When the emergency spillway is flowing at this rate, how much
vertical distance between the too of the water in the spillway and
the top of the dam will there be?
c. What size of riprap (average diameter) will be used in the spillway
construction?
Exhibit E - Reclamation Plan
6. Ttie seed mixture proposed is the same as suggested by "Hydro-Turf." The
Soil Conservation Service in their evaluation and letter dated August
1588, proposes a similar but different seed mixture. After reviewing
both, the Division recommends you follow the recommendation provided by
the SCS. The SCS mix is more adapted to the elevation of your site and
can easily be prepared by any seed store at the same or similar cost.
Please commit to the seed mixture recommended by the SCS, or provide
documentation that the seed mix you have selected is more likely to
achieve successful reclamation.
7. The SCS has also made recommendations on fertilizer requirement - 40 lbs
phosphorous and 40 lbs nitrogen per acre - and mulching at two (2) tons
per acre. Please commit to these recommendations and mowing for weed
control.
8. No estimate of reclamation costs were provided in the application as
required. Based on 4.5 acres of disturbance requiring revegetation, the
Division has calculated the following estimate:
Purchase topsoil - 400 yds @ $3.10/yd = $1240
Spread topsoil - 400 yds @ E1 .00/yd = 400
Seeding - 4.5 acs @ $150/ac = 675
Fertilizing - 4.5 acs @ $ 90/ac = 405
Mulching - 4.5 acs @ $225/ac = 1013
Riprap - 130 yds @ $ 15/yd = 1950
Subtotal $ 5683
Administrative @ 15~ 852
Total $ 6535
As the maximum bond for a limited impact (110) permit is defined by
regulation at $5000, the Division wil recommend $5000 be set as the bond
amount required for this operation.
