One <br />Florissant, Colorado 80816 <br />RE: Adequacy Review, Twin Creek Campground, File No. M-69-044 <br />Dear Mr. Clare: <br />The Division has reviewed the application you submitted for the sand and <br />gravel operation known as Twin Creek Campground which was determined complete <br />on May 16, 1989. In addition, the Division completed an inspection of the <br />site on May 17, 1989. The following questions and comments on the adequacy of <br />the application require clarification after review by the Division. <br />Exhib it C - Mln1n0 Plan <br />1. The mine plan states that the old lake previously present on the site has <br />been filled in by sediments. The lake was drained more than 25 years ago <br />under direction of the State Engineer's Office when it appeared a flood <br />may occur which would overtop the dam. Since that time the stream has <br />downcut the previously-laid deposits and left a steep channel or gullet' <br />through the north portion of the area to be mined. A permit from the <br />Army Corps of Engineers has been obtained to replace the fill to create <br />the dam and restore the lake. <br />The Division recommends .you modify the lake configuration to include a <br />sf~diment forebay at the mouth of the lake. This forebay is constructed <br />by placing an embankment across the upper (upstream) portion of the lake <br />to cause sediment to be preferentially deposited behind the embankment <br />and not uniformly across the entire lake bottom. Thus, sediment (sand) <br />can be dredged from this localized area on an annual basis while leaving <br />thie greater portion of the lake relatively clean and sediment free. <br />Maintenance of the lake is reduced for longer periods and disturbance is <br />concentrated in the forebay area. Water quality should benefit. <br />The forebay embankment itself can be constructed in either of two ways. <br />It can be either: (1) built to protrude above the expected waterline <br />(one foot or so) with a culvert placed through the embankment to connect <br />the forebay with the lake; or, (2) built to be submerged below the <br />expected waterline (one foot or so) so that the two waterbodies are <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
