Effluent Limitations <br />Beginning no later than the effective date of this permit and lasting through June 30, 2006, the permittee is <br />authorized to discharge from outfall 001, the discharge of mine drainage and surface runoff to Fish Creek; and 002, <br />the discharge of domestic effluent prior to entering the Emerald Spring spoils spring. <br />In accordance with the Water Quality Control Commission Regulations for Effluent Limitations, Section 62.4, and <br />the Colorado Discharge Permit System Regulations, Section 61.8(2), 5 C.C.R. 1002-61,the permitted discharge <br />shall not contain effluent parameter concenvations which exceed the following limitations specified below or exceed <br />the flow limitation (where specified). <br />a.
