COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division <br />Rationale -Page 10, Permit No. CO-0042161 <br />• C. Reporting <br />Discharge Monitoring Report: Twenrymile Coa! Company must submit a Discharge Monitoring Report (DMR) <br />on a quarterly basis to the Division. This report should contain the required summarization ojrhe test results <br />jot parameters shown in Tables V-4, V-5, and V-6 and Part 1.8.1 of the permit. See the permit, Part I.E.I. jot <br />details on such submission. EPA no longer requires submittal to them ojduplicate copies of discharge <br />monitoring reports for facilities they classify as minor. Therefore, the US Environmental Protection Agency <br />Region V//1 has been eliminated from Part /. E.1. of the permit (Routine Reporting of Data). <br />2. Special Reports: Special reports are required in the event of a spill, bypass, or other noncompliance. Please <br />refer to Part I.E. of the permit for reporting requirements and Part II.A. for notification requirements. As <br />above, submittal of these reports to the US Environmental Protection Agency Region VIII is no longer required. <br />D. Additiond Terms and Conditions <br />1. $iRnatorv and Certification Requirements: Signatory and certification requirements for reports and submittals <br />are discussed in Part 1. E.6. of the permit. <br />2. Compliance Schedule -Materials Containment Plan: The perminee has previously submitted an engineered spill <br />plan. An update to the plan is required to be filed within 90 days ojrhe permit e,~'ective date, detailing all <br />changes which have occurred since that submittal. /f no changes have occurred, a lever to this effect is <br />sufiScient. For specific requirements, refer to Part I.D.I. of the permit. <br />3. Compliance Schedule -Total Ammonia Limitations: As described earlier, the final limitations for this parameter <br />• are lower than reported e,~luent concentrations. The permittee is required to achieve compliance with the final <br />ejlluenr limitations of Pan I.A.I.a. by July I, 2005, in accordance with a schedule of compliance approved by <br />the Division. This schedule ojcomp(iance applies to ourfal1001 only. <br />The permittee shall submit to the Division by July I, 2002, an implementation plan for achieving compliance. Ij <br />appropriate, the plan shall include operational changes, modification of the existing treatment system, <br />pretreatment and/or construction of a new treatment system. A schedule of dates to accomplish various tasks <br />related to the plan should also be included. If changes are not deemed necessary by the permittee, they shall <br />submit monitoring data in support of their comemion. Upon approval of the implememation plan by the <br />Division, all terms and conditions ojrhe implementation plan, including but nor limited to the compliance <br />schedule, shall auromaricalfy become conditions of this permit. The pernuaee shall submit Progress Reports on <br />July 1, 1003 and July I, 2004. <br />No later than 14 calendar days following each date identified in the above schedule of compliance, the perminee <br />shall submit either a report of progress or, in the case of specific actions being required by idemified dates, a <br />written notice ojcompliance or noncompliance, any remedial actions taken, and the probability of meeting the <br />nett scheduled requiremem. A schedule for the elimination ojrhe discharge, through connection to another <br />treatment system or by other means, may be substituted for this schedule of upgrading. <br />E. Waste Minimization/Pollution Prevention <br />Waste minimization and pollution prevention are two terms that are becoming increasingly more common in industry <br />today. Waste minimization includes reducing the amount of waste at the source Through changes in industrial <br />processes, and reuse and recycling of wastes for the original or some other purpose such as materials recovery or <br />energy production. Po[ltuion prevention goes hand-in-hand with waste minimization. If the waste is eliminated at <br />the front of the line, it will not have to be treated at the end of the line. The direct benefits to the industry are often <br />significant -both in terms of increased profit and in public relations. <br />• This program can affect all areas ojprocess and waste control with which your industry deals. Elimination or <br />reduction of a wastewater poUutam can also result in a reduction of an air pollutam or a reduction in the amount of <br />hazardous materials that you have to handle and/or dispose. <br />
