Mr. Nolands' primary <br />concern was the recommendation for a 5:1 slope versus a 2:1 slope. <br />Given the location of the area, I would agree that a 2:1 slope <br />would be more cost beneficial, and make his land more useable. <br />Reclamation on the steeper slope would have greater success if <br />mulching was used. <br />I have a better understanding of the mining plan after visiting the <br />site. Since the native tree and shrub stands will not be <br />disturbed, the mining activity will be less disruptive for deer/elk <br />and other wildlife. I observed several passerine birds using the <br />small wet drainage as we walked across the dam, as well as numerous <br />deer scat piles. This drainage will be enhanced by the Nolands' <br />through the sealing of the dam/pond which is currently in place. <br />I suggested to Mr. Noland, that since the mining activity will <br />begin on the north end he might want to plant the small potted <br />pinyon and juniper trees, from 'the State Forest Service, along the <br />road side within their 200' buffer to act as a visual barrier to <br />the highway. Myself, the SCS or the State Forest Service can offer <br />advice as to the BMP for planting these trees. I would still <br />recommend that where practicable, native shrubs and grasses be <br />established outside of the future grazing area to enhance and <br />perpetuate the native flora for wildlife. <br />DEPARTMENT OF NATURAL RESOURCES, James S.
