EXHIBIT D (Cont'd) <br />water can be used effectively for fugitive dust control. <br />Since these areas are minor, the operator expects to use very <br />little water; that which is used will be purchased and hauled. <br />The operator does not expect to disturb the prevailing <br />hydrologic balance of the affected land and of the surround- <br />ing area or the quality and quantity of water in surface <br />and groundwater systems during or after the mining opera- <br />tions. <br />Mining Timetable. The uncertainty of current economic <br />conditions in the construction industry precludes accurate <br />forecasts of mining activity over the 55-85 years of the <br />life of the mine. Therefore, the operator has elected to <br />estimate a mining timetable based on an average year and <br />expects a specific year to vary widely from the average. <br />-15- <br />
