Airport <br />Comments <br />»> Ron Dent 6/22!2005 4'.28 PM »> <br />Juanita, <br />I have reviewed the application for a Class II land use permit for a gravel mining/residential development <br />project adjacent to the Airport. We would judge the gravel mining as a compatible use adjacent to the <br />Airport with the following condition: All lighting must be downward facing and shielded so as not inhibit a <br />pilot's night vision in the area. <br />We are concerned about the traffic flow on Airport Road (County Road 309) presented by large gravel <br />trucks turning onto this busy two lane, narrow roadway. There would be less of an impact on traffic flow <br />if the main access were to the west, connecting with County Road 308. If access is permitted to Airport <br />Road, we would request that a condition of the permit be an acceleration and deceleration lane, of an <br />appropriate dimension to permit the loaded gravel trucks to attain the posted speed limit prior to entering <br />the main traffic lane. <br />We very strongly oppose the conceptual plan for 76 residences in this area. The entire property is <br />contained within the Flight Pattern Zone (FPZJ of the Airport and is located directly below the downwind <br />traffic pattern path used by aircraft landing on Runway 02. This area is subject to considerable aircraft <br />noise. We have submitted a draft plan to the Planning Department which recommends the following in <br />this area: <br />"Flight Pattern Zone (FPZ) The FPZ boundary is defined by a rectangular area that is offset <br />approximately 2,000 feet on each side of the runway. The FPZ is 3,280 feet wide overall and extends <br />approximately 5,280 feet beyond each end of the runway. <br />Land use development restrictions within the FPZ should apply to noise sensitive uses (e. g., schoo/s, <br />churches, hospitals, etc.); however, residential development would be permitted Yo a maximum density of <br />one dwelling unit per 20 acres. Development densities within non-residential areas would be limited to <br />less than 40 people per acre. <br />Land development within the FPZ shall require an avigation easement and include construction methods <br />to achieve a minimum 25 d8(A) noise reduction level within residential development and the public spaces <br />of permitted uses. Nafional Technical Information Service (NTIS) report Guidelines for the Sound <br />Insulation of Residences Exposed to Aircraft Qperations (AO-A258 032J, latest edition, shall be used for <br />noise reduction methods for new development. " <br />Residential encroachment adjacent to airports is a significant threat to airports all around the country. If <br />high density development is permitted adjacent to this Airport, there is the strong potential of the <br />development of noise conflicts between nearby residences and aircraft operations, which, as is currently <br />the case at many airports around the nation, has the potential of seriously limiting the operational flexibility <br />of this facility.
