I would be pleased to consult with you on appropriate sound mitigation <br />measures to keep the peace with the residential neighbors and other future users and uses of <br />the neighboring properties. <br />4. Dust. Another large complaint with gravel mines is the dust typically associated with mining <br />activity. The operator will be required to perform regular dust suppression on the driving <br />surfaces, around the crusher, and in the upper stockpile/ loading area. I received from you a <br />commercial well permit to allow this use. Please provide some further information on dust <br />control measures. Appropriate methods include watering or oiling of haul roads, and watering <br />of stockpiles. This should be done on a scheduled basis, as well as when environmental <br />conditions warrant dust suppression. <br />5. Creating a Pond. The application to the DMG includes a proposal to create a new pond on <br />Phase D, adjacent to the Florida River. `Phis was not apparent in your narrative, although I <br />remember it being raised in conversation. The creation of a pond will involve both the <br />Division of Water Resources and the Army Corps of Engineers, as well as the Florida Water <br />Conservancy District. You are hereby directed [o provide additional information as needed to <br />these three agencies regarding creating a new pond. They are all likely to have requirements <br />for creating a new pond. The Division of Water Resources may require a well permit. <br />6. Profile maps. Last week we discussed the provision of profiles of this land, so that the <br />County would have a good idea of the depth of mining, and the impacts to the land. Please <br />provide these prior to the Planning Commission hearing. <br />Total Amount of Mining. One figure that everyone has asked, and I have not found within <br />the narrative, the DMG permit, or any of the supporting documents is an estimate of the total <br />amount (typically expressed in totmage) of gravel to be mined. Please provide this <br />intormation. <br />8. Traffic. Often a better estimate of the impacts of mining is given in the amount of traffic <br />generated. I am still not sure I located the information in the information submitted. The <br />traffic study is not clear on this issue, stating one estimate in text, with no data to support it, <br />then referencing the ITE manuals for two other uses. None of the stated amounts of traffic <br />agree with one another. <br />Please provide a clear, simple estimate on the amount of traffic expected from this operation. <br />This should be broken down into employee traffic, heavy truck traffic, and light vehicle <br />traffic (i.e. a homeowner getting apickup-truck full of gravel). It should state, as clearly as <br />possible, the amount of each expected on a daily basis, with conversions to trucks hour and <br />peak hour traffic. <br />9. CDOT. As you are already aware, CDOT is requesting additional information on this project, <br />including the traffic impacts study. Please contact CDOT directly to submit any necessary <br />information. <br />10. Elk Fence. Your DMG permit indicates that you plan to leave the elk fence in place where <br />possible. This is appropriate and appreciated It should be removed as the site is reclaimed <br />and redeveloped, as stated. <br />11. Engineering requirements.
