~. <br />`~' <br />impoundment justifications and designs for these ponds are provided in <br />Appendices 4.6-N, 9.6-0 and 9.6-R. A portion of the south collection ditch <br />associated with the Moffat pond is also to be retained to harvest runoff <br />from the Moffat mining area. <br />Additional commercial land use property to be retained after the <br />completion of mining not associated with the ranching operation include <br />the hillslope along the Oak Creek drainage containing the Goat Trail and <br />all of the lower facility area located on P&M owned property. The <br />hillslope (Exhibit 3.6-7) will be used by a local utility company for <br />construction, access and maintenance of power transmission lines. The <br />entire hillslope is being provided to the utility to enable maximum <br />flexibility in their construction and alignment efforts. The Goat Trail is <br />anticipated to be the primary access with additional access constructed by <br />the utility on an as needed basis. <br />The lower area (Exhibit 3.6-7) previously occupied by the loadout <br />facilities, £orema n's o£f ice and bath house was approved in TR-37 for use <br />as a supply storage area by the utility. As approved in TR-37, <br />approximately 3.3 acres of this area will be leveled to £orm a pad and <br />graveled and areas which are not graveled will be revegetated to control <br />erosion. It became apparent in bond release SL-8, however, that the TR-37 <br />plan for reclaiming this approximately 3.3 acre area conflicts with Routt <br />County requirements. If this conflict can not be resolved, then the 3.3 <br />acre area will be regraded and revegetated, and a single-lane unvegetated <br />road will be left for access to adjacent property.
