A detailed estimate of the reclamation costs associated with the Fish Creek Tipple is found on Pages 2.05-28
through 2.05-33 of Volume VIII, Fish Creek Tipple/Loadout Appendix. Other bond calculations can be found in
• Appendix A, Volume IA.
(cl A plan for backfilling. soil stabilizing, compacting, and erading. with nostmining wntoty maps and
appropriate cross-sections that are typical and representative of the anticipated character of the final surface
configuration of theproposed pemilt area. in accordance with 4.] 4. for sVeam channel reconstruction in accordance
with_4.05.4, and for road removal or modification in accordance with 4.03..
RESPONSE
Portal Area
The rough grading of the spoils at the portal azea will be accomplished by pushing the old spoil into the pit. Dozers
will be utilized to cover and rough grade the refuse area with spoil material. The material storage yard will be
restored by pushing the fill portion of the yard back into the cut area as shown on Cross-Sections B-B and C-C on
Map 25, Surface Area Cross-Sections. The access/haulroad will be regraded by pushing the fill portions into the
cut areas. The spoil material will be compacted, graded and stabilized by the equipment used to place the spoil
materials. Map 31, Postmining Topography, and Cross-Sections A-A, B-B, D-D, E-E, F-F, G-G, H-H and Y-I on
Map 25, Surface Area Cross-Sections, show the final surface configurations in detail. The upland diversions are
shown on Map 25, Cross-Sections H-H and Y-Y. The designs for these channels are provided in Exhibit 8-R,
Grading operations will be conducted to reestablish an approximate original contour configuration and to avoid the
creation of long uninterrupted slopes. Since there are no steep slopes in the proposed permit area, cut and fill
terraces will not be installed. Grading will result in an undulating topography, thereby increasing moisture
infiltration, reducing runoff potential, and minhnizing erosion. Topsoil will be distributed as shown on Map 29,
Reclamation.
Portal Slope Heating Svstem
Upon completion of mining, the slope heating system will be dismantled and the small associated building will be
removed. The concrete pad will remain in place and will be buried during reclamation of the portal area.
u
TR06-52 2.05-99 02/17/06
