III Illlliillllll Ill NORTHWEST PIPELINE CORPORATION
Doc Datp~:12/11/2001
-~r
Sly 9~ u- ~o ~~;
.~,
Memorandum
To
Bob Johnson
Dave Hettinger
Al Amundson ~~
OSM Compliance
Date: ~4arch 1 , 1979
From:
Subject:
•
February 28, I met with John Hardaway, the gentleman who is in charge
of the OSM Permit Department. John and I discussed IJestern Slope Carbon's
progress in acquiring a permit. Some of the work has already been cover-
ed in the USGS and the MLRB permits, however, we are in violation of
sediment control regulations so that when an OSM inspection is made we
will probably receive a citation.
It is important to demonstrate that we are making a diligent effort
to comply with these regulations. I want an OSM Compliance file 'set up
at the mine in the engineering department to contain the following steps
toward compliance.
a) MLRB/OSFi permit application (white cover) and applicable color
highlighted maps sent to you in November of 1978.
b) Statement from you concerning the diversion ditch at the East
Mine and the sediment pond for the powder magazine.
c) Diversion at West !line.
d) Move Norris House.
e) Truckage and collection ditch at site.
f) Design of sediment ponds by reliable firm (copy encTosed).
g) Some progress in lining up contractors to begin work at the
end of March. This should be done by Dave Hettinger and Dave
Roberts to ensure that this job is done right and does not
conflict with the load out.
•
When we begin construction at the end of March (sooner if possible),
Crystal Meadows and the East I'line sediment control are of primary importance.
Crystal Meadows should be taken care of following the approved MLRB plan
before the high water season. If this is not accomplished, we can probably
count on an MLR° and OSM closure order probably covering the whole mine.
