Eonq <br />, Division Dneclor <br />RE: Adequacy of the Application, Adamson Brothers IVline, File No. M-99-047 <br />Dear Mr. Brown: <br />The Division has completed a review of the above referenced application and has determined that the <br />following issues remain to be addressed prior to permit issuance. The decision date established for the <br />Adamson Brothers Mine application is May 12, 1999, so please provide Yuma County's responses <br />prior to that date. <br />It is stated in Exhibit D to the application that the proposed seed mixture is "made up of native <br />grasses found on the site." However, both smooth brome and yellow sweet clover are introduced <br />species. The Division suggests the following mixture would be more suitable to the site and to the <br />rangeland post mining use. <br />Seed Rate PLS/acre (PLS =Pure Live Seed) <br />Sand Dro seed OILS <br />Blue Grama 1.0 <br />Side Oats Grama 3.0 <br />Western Wheat rass 3.5 <br /> 7.75 <br />*Indicated rate if drilled. Rate to be doubled if broadcast. <br />2. Rates for fertilizer application should be based on a soil test conducted prior to initial seeding. <br />Phosphate, if needed, should be applied and disced into the soil during seedbed prepazation as <br />described in Exhibit D. However, the Division recommends that nitrogen be applied, as needed one <br />year after the first spring following fall seeding as immediate fertilization may encourage weed <br />development. <br />3. It is stated in Exhibit F that storm water will be retained on site but that a Storm Water Management <br />Plan will be prepared if there is a potential for surface water leaving the site. The Division will <br />require that Yuma County commit to developing the pit so that runoff from disturbed areas is <br />captured in the pit unless a technical revision is filed and approved that incorporates management <br />practices that will adequately treat runoff before it leaves the permit area. <br />
