III IIIIIIIIIIIIIIII
999
MOSCA-HOOPER SCD
PO BOX 1238
ALAMOSA, CO. 81101
June 6, 1995
James C. Stevens
Senior Environmental
Division of Minerals
1313 Sherman Street,
Denver, Co. 80203
Dear Mr. Stevens,
Protection Specialist
S. Geology
Room 215
~~
This letter addresses concerns that the Mosca-Hooper Soil
Conservation District Board Members have regarding the Surface
Mining Permit, File #M-95-034, Bachus Pit, Daniel Russell.
The Board met June 5, 1995, at their regular scheduled meeting
and the application was reviewed. After much discussion, the
Board decided to voice their concerns to you and have these
concerns on record in case a complaint should arise against the
particular mining project being discussed.
1. Soil erosion - Since the site of excavation is elevated,
once ground cover is removed it will be subject to wind
erosion. To minimize the effects of soil blowing, we
feel the entire pit should not be opened all at once.
Instead, we recommend the mining process should be done
in strips, and re-claimed with vegetation as soon as
possible after mining is completed.
2. Groundwater Contamination - Since the groundwater table
is high in the area where excavation would be done, we
concur with the NRCS recommendations that excavation of
the site should be within two feet of groundwater.
If the above steps are carried out, we feel there probably
won't be any problems arise, but it is important to mine the
area properly for the betterment of the surrounding area.
Sincerely,
Clarence Robinson ~ ~~
Board President
M
~~r,Fi\/Et~
JUN 17 1995
;ns~on u, ~,,~oa~a~s s ueoio9Y
cc: Norma Van Nostrand, RC.
Alamosa County Commissioners
Daniel M.
