54. Aheadwater-to-diameter ratio of about 2 was used in sizing culverts.
This design is acceptable if the downstream face of the embankment and a
sufficient length of channel bottom are armored with riprap. A design
for riprap size and extent should be submitted. The riprap
specifications required for the low-velocity drainage Swale an the river
haul road crossing should also be included.
55. It appears that no erosion control/runoff control measures have been
established for the mill and concentrated ore stockpile areas. Please
locate a small ditch/beret similar to a roadside ditch, sized to the 10
year, 24-hour flow, around the perimeter of both areas.
56. Please explain what is meant by Geotextile (6" and 12" minimum cover)"
in Typical Profiles (A-A') and Typical Cross Section (B-B') in Figure
D.9-2.
Section D.9.3 Drainage Crossings
57. Please describe the material that the River Haul-Road Crossing will be
constructed of.
58, All chemical storage areas require storage in an area with impermeable
floors and associated containment berms to effectively contaii any
possible leaks, breaks or spills from the containers. Please specify the
location, materials and designs for the chemical containment areas.
Section D.12 Accidents and Emergency Response
59. Please provide additional information to the Emergency Respon>e Plan
regarding any release of cyanide or other hazardous chemicals from
contained or controlled areas. This information should include
identification and contact information (phone number, add ressl of persons
or agencies to be contacted such as the County Sheriff, Color~rdo
Department of Health, Water Quality Control Division, and the Colorado
Division of Wildlife. The order in which the various persons or agencies
should be contacted, spill mitigation methods, (detoxification materials,
methods, and procedures and assurance sampling) spill impact <rnd
mitigation monitoring, (water, spill-flow-path soil sampling, including
sampling parameters), emergency documentation and reporting procedures
should be included. A flow-chart outlining procedures to fol'ow and
persons to contact would be helpful to site personnel at a time when
quick, deliberate action is required.
-9-
