Slope protection <br />• material will be used in the ditch where needed. <br />(2) From the point of crossing the haul road to the end of the <br />diversion below the sediment pond, the diversion is expected to <br />be in soil and unconsolidated material until the original channel <br />is met, where an exposed massive sandstone is present. <br />!3) The maximum depth of excavation is only 3.8 feet. <br />!4) The proposed diversion should improve the quality of surface <br />water downstream by keeping the undisturbed flow from above the <br />mine away from the previously disturbed bench areas and old spoil <br />piles. <br />(5) Surface water quality in Starkville Gulch will be measured <br />• above and below the mine site prior to and after the installation <br />of the diversion. This information is submitted by Fisher, <br />Harden and Fisher later in this section. <br />The information on the following pages was gathered by Fisher, <br />Harden & Fisher on the flow data of Raton Creek and other surface <br />waters. The report was prepared prior to the acquisition of <br />additional coal lands and prior to a permit revision to increase <br />the size of the coal refuse facility. However, neither addition <br />impacted the findings of the Fisher, Harden & Fisher report. <br />Only one significant, intermittent stream, South Starkville <br />Gulch, Map 18, lies within the additional coal lands. It has a <br />drainage area of 979 acres and flows during rainfall or snowmelt <br />• events. The only possible impact to this stream would be from <br />160 <br />
