~~ ~~ <br />Mr. Mark Adsit <br />August 27, 1997 <br />Page 2 <br />commitment to stockpile all available topsoil and growth <br />medium for replacement during reclamation. Please also commit <br />to salvage any fines generated during excavation and <br />processing and replacing them over the rubble to help fill <br />voids prior to replacing topsoil. Your plan to allow the <br />rubble to settle before replacing the topsoil is a good idea. <br />4. During our site visit, it was agreed that a pillar of <br />sandstone would be left in place at the top of the ridge to <br />act as a buffer between the quarry and man-made structures to <br />the west at the base of the ridge (two irrigation canals, <br />utility line, and State Highway 287). Based on a mining <br />depth of 12 feet, the Division believes that a minimum <br />horizontal width of 12 feet of sandstone needs to be left in <br />place to ensure stability of the pillar. Please state your <br />committment to leave a setback of at least 12 feet from the <br />top of the ridge. <br />5. There is an old crossing in the Poudre Valley Power Canal near <br />the old quarry site. The Division is concerned that runoff <br />within the process area can enter the canal through this <br />point. During our site visit you explained that this needs to <br />be left open for access for canal maintenance. The Division <br />believes that a barrier is needed at the crossing to prevent <br />sedimentation of the canal during runoff. In lieu of <br />permanently blocking the access point with rock or earth, the <br />Division recommends placing a moveable barrier at the crossing <br />such as staked hay bales. This would still allow access to <br />the canal. Please provide a plan to accomplish this. <br />6. There is a statement on Map Exhibit E that an area of 100' x <br />200' of topsoil will be pushed off surface at one time. Is <br />this the approximate size of the active quarry at any time? <br />7. Rule 6.3.4(1)(c)(iii) requires a specific seed mix for <br />revegetation of the site. This can be provided by the local <br />Soil Conservation District or office of the Natural Resources <br />Conservation Service. Please provide the species to be <br />planted, the quantities in pure live seed per acre, the <br />application method, seedbed preparation, mulching amounts and <br />application method. <br />8. Will rubble go directly back into the hole as you mine or will <br />there be a temporary stockpile of the material before it is <br />replaced? If so, please indicate the maximum size (cubic <br />yards) of rubble to be stockpiled at any time and show where <br />it will be stockpiled on the Map Exhibit E. <br />9. Based on my review of the reclamation plan provided in this <br />application and your description of the mining plan., the <br />
