• TAB 1 <br />SENECA II-W MINE PERMIT SUMMARY <br />Seneca Coal Company (SCCI has operated the Seneca I and II Mines since 1968, both of <br />which are in Routt County east of Hayden, Colorado. The Seneca II-W Mine is located <br />approximately seven miles south of Hayden and seven miles almost due west of the Seneca II <br />Mine. Like Seneca II, coal from II-W is hauled over county and private roadways by private <br />hauler to the Hayden Station Power Plant operated by Public Service Company of Colorado, <br />Pacificorp, and Salt River Agricultural Improvement and Power District. Haulage distance is <br />approximately ten miles each way. <br />Since the initial land acquisitions began back in 1973 for Seneca II-W, Peabody Coal Company <br />underwent a number of mine plan changes. State and Federal mining regulations have changed <br />a number of times over the years and with each change a new mining and reclamation plan had <br />to be submitted. <br />• Peabody Coal Company, as Seneca Coal Company's predecessor, prepared and submitted the <br />first mining and reclamation plan for Seneca II-W Mine to the United States Geological Survey <br />(USGS1, now known as Minerals Management, in March 1974. Even before approval was <br />obtained, Peabody Coal Company was notified that Seneca II-W was to be included in the <br />Northwest Colorado Regional Impact Statement. Consultants were retained at this point to <br />conduct the whole array of environmental studies [hat would be needed in support of the <br />impact statement. The impact statement covered all coal properties, whether private, State, or <br />Federal which were to be mined in the near future. <br />Peabody Coal Company submitted and was subsequently given approval from the Bureau of <br />Land Management (BLMI to sub-lease Federal Coal leases C-081251 and C-081258 from <br />Freeman United Coal Mining Company in December, 1975. <br />The Final Northwest Colorado Environmental Impact Report was published in February, 1977, <br />Prior to this approval, additional Federal regulations were promulgated (30 CFR 2111 that <br />required every coal operator holding a Federal lease to submit a mining and reclamation plan for <br />those mines. Hence, Peabody Coal Company submitted another mining plan in May, 1977 to <br />• the USGS which was subsequently approved in September, 1977. <br />1 Revised 9/98 <br />
