• INT%)DUCTIUN <br />Western Slope Carbon, Inc. respectfully submits this application to <br />the Colorado Water Quality Control Division. <br />Western Slope Carbon, Inc. of Salt Lake City, Utah, is presently operating <br />an underground mine near Sarerset, Colorado. Western Slope Carixm, Inc. <br />has been operating opal mines >n federal leases in the North Fork Valley <br />of the Glmnison River in Colorado since the caipany was incorporated in <br />1970. A map shaaing the relative locations of the propPSties is given <br />in Figure 1 (Lxaticei Map) . <br />The wal being mined Linder the existing operations reached a rate of <br />about 200,000 tons per year in early 1977. Because of the relatively <br />high ash content of the current product, the market value of Western <br />Slope Carbon's opal has been belay that considered to be profitable. <br />• Therefore, to realize profit, Western Slope Cathon intends to build a <br />coal cleaning facility with a capacity of about 500,000 tons per year. <br />Subject to satisfactory opal sales and goverrurental approvals, construction <br />of the surface facilities is expected to begin in mid 1978. <br />Western Slope Carbon understands that an increase in operations of this <br />mac~itude must be approved by various state and federal agencies. This <br />application is directed to the Water Quality Control Division of the <br />Colorado Department of Health.
