(NPDES) will be met. All terms and agreements specified in the facility's NPDES Permit • <br />(NO. COG-850008) will be adhered to during the life of the facility. Both ponds ere <br />currently planned to be removed and reclaimed following the termination of facility <br />operations. <br />A surface water control plan has been developed for the HGT Loadout facility, and is <br />presented as Exhibit 12-2 in Tab 12, Facilities. Surface water control structures built <br />at the loedout (ditches, culverts, ate.) have been designed to minimize erosion and to <br />prevent additional contributions of suspended sediment to runoff outside of the permit <br />boundary.' <br />All structures associated with the surface water control plan will be removed and <br />reclaimed after operations et the loedout ere terminated. Topsoil handling procedures <br />(Tab 79) and revegetetion methods (Tab 20) that will be used to reclaim the loedout have <br />been developed to prevent erosion end minimize the additional contribution of sediment to <br />runoff. Following procedures outlined in both Tabs will ensure that no acid or toxic <br />materiels will be replaced in the rooting zone, end that surf ate runoff from the reclaimed <br />loedout landscape will not come into contact with materiels that would contribute to • <br />elevated levels of acid or toxic constituents in the runoff. Plans presented in both Tebs <br />include the reestablishment of topsoil piles, temporary seeding of topsoil piles, disking, <br />mulching, and prompt reseeding of the reclaimed facility landscape. Postmining <br />topographies are planned to approximate the original premining contours (see Tab 18, <br />Beckfilling and Grading). Replaced topsoil material should exhibit infiltration rates <br />similar to premining soils, and reclamation techniques used in the retopsoiled areas <br />(i.e., disking), in combination with reestablished watershed topographies wil( minimize <br />excessive rates and volumes of runoff. <br />Stream Buffer Zones <br />A discussion regarding stream buffer zones adjacent to the HGT Loadout facility is <br />included in Tab 14, Protection of the Hydrologic Balance. Thre are two railroad crossings <br />on Dry Creek and a sedimentation pond (Pond 2) located adjacent to Dry Creek. All three <br />structures ere designed to handle the 10-yeer, 24-hour runoff event end will prevent any <br />water quality degradation in Dry Creek. The Revegetetion Plan (Tab 20) addresses <br />revegetetion of these structures after removal using appropriate seed mixes. <br /> 2 <br />
