<br />' 1.0 INTRODUCTION <br />'~ Blue Mountain Energy (BME) is submitting this revised Resource Recovery and Protection Plan to <br />the U.S. Department of Interior, Bureau of Land Management, as a modification to Blue Mountain <br />Energys approved Resource Recovery and Protection Plan for the Deserado Mine. Changes to the <br />' mine plan are necessary to provide maximum economic recovery of the coal resources in the <br />Deserado Mine Logical Mining Unit (LMU) subsequent to losses of coal reserves as the result of the <br />Deserado Mine fire. A description of the revised mine plan is located in Section 4.2.1 of this plan. <br />' This plan covers the seven Federal coal leases owned by Blue Mountain Energy,lnc. in Rio Blanco <br />County, Colorado. The plan is organized to address all requirements of 43 CFR 3482.1 (b) - <br />' Resource Recovery and Protection Plans. <br />Section 2.0 of the application gives the name, address and telephone number of the person <br />' responsible for operations to be conducted under the approved plan to whom notices and orders are <br />to be delivered; names and address of the operators/lessees; information on the seven federal <br />leases; and names and addresses of surface and subsurface coal owners of record. <br />' Section 3.0 of the application gives a general description of fhe geologic conditions within the lease <br />' areas. <br />Section 4.0 of the application describes the proposed mining operation including the coal quality; <br /> mining methods, mining sequence, production rate and recovery factors; coal reserves under various <br /> categories; and the method of abandonment of operations to protect the unmined recoverable coal <br /> reserves. <br /> Section 5.0 of the application describes the life of the mine reclamation schedule. Section 6.0 of <br />t the application describes how maximum economic recovery of the Federal coal will be achieved. <br /> This section also explains why certain coal beds or certain areas within a coal bed are rendered <br /> unmineable. <br /> As required by the regulation, the application includes a number of figures, maps and tables which <br />' are appropriately referred to in various sections. <br /> <br />II <br />. 1 <br />
