The United States of America (Federal government) owns all the coal within the seven Federal coal
leases listed above and included in this R2P2 application. The surface within the boundaries of the
' seven Federal coal leases is owned by the Federal Government except for approximately 320 acres
in C-8424 and approximately 80 acres in C-0126669. Blue Mountain Energy, Inc. (the applicant)
owns 320 aces in Sectlon 29 of T3N, R101W, and Water Users Association Number 1 owns 80
