Resource Inventory (140 acres) for Five Drill Pad Locations and Access, T13S, R90W, <br />Gunnison County, Colorado, August 2001. <br />PROPOSED ACCESS ROUTES <br />The access route for the gob vent / de-gas boreholes will utilize Gunnison County Road <br />710 to USFS 711 and will utilize the road to "Lower Cow Camp" and beyond to <br />previously disturbed drilling and exploration roads that lead to SOM 53 and RAV-8. The <br />road leading to SOM-53 may require field adjustment and re-alignment due to previous <br />reclamation and installation of tank traps. This road will be gated, locked and closed to <br />the general public. This activity will be conducted only with the authorization of the <br />USFS. A field inspection with USFS personnel will be required prior to the field <br />adjustment to the RAV-8 drill road and existing ATV access. The roads will be <br />reconstructed, field-fitted, and or constructed in coordination with the USFS Forest Trails <br />Coordinator, Zone Engineer. These roads have been inspected by MCC personnel and <br />the USFS in the field, and are depicted on the enclosed map. <br />This Project proposes the temporazy re-opening of the roads for a period of time to <br />complete drilling, monitoring, and reclaiming the project. <br />Refer to the attached Gob Vent / De-Gas Borehole Surface Maps for depiction of the <br />proposed access routes. Special Use and Road Use permits will be modified if requested <br />by the U.S. Forest Service. <br />PRE-DRILLING ACTIVITIES <br />Prior to any construction or drilling activities, an on-site inspection of proposed drill sites <br />and access routes will be conducted with representatives from appropriate regulatory <br />agencies to discuss site-specific concerns. Applicable Road Use and Special Use permits <br />will be modified if required by the U.S. Forest Service for use of the roads. CDMG, <br />USFS, and BLM regulatory personnel will be notified at least 48 hours before any <br />construction or drilling equipment is mobilized into the project aeeas. Construction and <br />drilling activities will be supervised by a project representative of Mountain Coal <br />Company L.L.C.. A copy of the approved permit documents will be available from the <br />company project representative for inspection. Any proposed changes in the Project after <br />permit approval will be reviewed with the appropriate regulatory agencies before changes <br />take effect. <br />Staging areas to be used by the drilling contractor will be reviewed with and approved by <br />the USFS District Ranger or his representative prior to use. These sites will be used in a <br />manner to minimize damage to the vegetation. Any surface disturbance to these sites will <br />be re-graded and seeded to promote rehabilitation. <br />Access to drill sites will utilize existing roads and trails to the extent possible. All access <br />routes will be maintained to accommodate 4X4 pickup tn~cks and required drilling <br />equipment, including bu[ not limited to the following: truck mounted or skid mounted <br />
