• approximately 0.01 acre in extent, 4 to 6 feet in height, and irregular in configuration, The sites will
be constructed primarily of slash created by disturbance of mountain brush habitat, although rock
will be utilized if satiable indurated material is encountered in mining. The sites will be interspersed
among the concentrated shrub plantings to add additional cove between the plantings and adjacent
native brushland vegetation.
Wildlife Monitorine
The monitoring plan described below is designed to provide ongoing information regarding
potentially significant impacts to certain wildlife groups and spedfic species identified in the impact
assessment. The annual wildlife monitoring data will be reported in the annual report as required by
Rule 2.04.11. A copy of the report will be provided to the CDOW.
Big Game. The mine permit azea is located entirely in a region identified by the CDOW as winter
range for elk and deer. A portion of the permit area is located in art area identified as severe elk
winter range. In order to gather additional information about the potential effects of Honing on elk
• and deer utilization of winter range in and surrounding the permit azea, a winter census flight will be
conducted each yeaz. Speaes numbers, sex (if possible), age group (where possible), distubution, and
habitat will be recorded. This census will be accomplished utilizing the methods cuaendy employed
to census big game at the Seneca II and Seneca II-W Mines. The census area will be the same as that
used during baseline studies (see Exhibit 11-1).
SCC began collecting winter aerial big game census data in 1985. The initial survey area included the
Seneca II permit area and aone-mile perimeter (17.5 mi~. The survey azea was increased in size in
1994 (84.5 mil) to include Seneca II, Yoast and II-W Mines and again in 1996 to 89.5 rru2 . This
expanded area has been surveyed each year from 1996 through 2006. Elk densities in the Yoast area
from 1994-2006 ranged from 1.6 elk/ mil (1999) to 15.7 elk/ miz (1998). The observed trend in
density generally follows that of the expanded azea. Most elk observed in the Yoast area are
associated with mountlitt brush habitat. See Seneca Yoart Mine 2006 Annual Reclamation Report, Wildlife
Report far further dircurrionr.
During the aerial surveys, most mule deer have been assodated with sloping mountain brash habitats
or steep, exposed south-facing slopes in the expanded survey azea Mule deer expend more energy
• walking through snow than elk and typically concentrate in areas with high quality forage, which is
TR-33 13 Revised 4/07
