f~

Exhibit D -Mining Plan
Location and Settino
This is an application for a Regular 112 permit to mine clay at a site located in
Elbert County about 7.5 miles east of Kiowa. The site itself is vacant rangeland. The
area surrounding the site is also vacant rangeland.
Access
An existing road will be used to reach the west side of the permit area. The
road is suitable to support the operation and is not included in the affected area per
Rule 1.1 (3). However, the road within the permitted area will be located within an
access corridor in order to facilitate other alignments if necessary. The Exhibit C map
illustrates the anticipated road alignment and access corridor.
Soil Salvage
Prior to disturbing an area, topsoil will be first stripped and stockpiled for use in
reclamation. The depth of the surface soil to be stripped will average about four
inches. Additional information regarding the site's soil resources is provided in Exhibit
I -Soils Information.
Stockpiling will occur near the perimeter of the area to be disturbed. The
Exhibit C map illustrates typical stockpile placement. As a stabilization measure, soil
stockpiled for longer than one year will be broadcast seeded with a perennial grass
species.
Overburden Salvage
Overburden ranges from zero to about 25 feet in thickness (average of about 15
feet) over the area to be mined. The overburden will be stripped and stockpiled
separately from the topsoil. The overburden will be used as backfill during
-4-
