The permit holder shall calculate annual
emissions by the end of each month. Annua! emissions shall be calculated based on the previous
twelve (12) months' emission data. These calculated annual emissions shall be used to demonstrate
compliance with the yearly emission limit listed above.
5. This source shall be limited to the maximum production rates as Irsted below and all other activities,
operational rates and numbers of equipment as stated in the application. Monthly records of the actual
production rate shall be maintained by the applicant and made available to the Division for inspection
upon request. (Reference: Regulation 3, Part B, III.A.4)
Primary crushing of coal (including coal from oversize reject system) shall not exceed 7500 tons per
day and 800,000 tons per year.
Secondary crushing of coal shall not exceed 12,000 tons per day and 1,040,000 tons per y~r.
Primary screening of coat shall not exceed 30,000 tons per day and 3,200,000 tons per year.
Secondary (by-pass) screening of coal shall not exceed 30,000 tons per day and 2,600,000 tons per
year.
Processing of coal through the truck loadout system shall not exceed 24,000 tons per day and
2,400,000 tons per year.
Loading of coal into trucks shall not exceed 12,000 tons per day and 2,400,000 tons per year.
Compliance with the yearly production limits shall be determined on a rolling twelve (12) month total.
6. The Division's approval of the control plan is based on the submitted production level as listed below.
Prior to any increase in daily or annual production rates, the applicant shall submit an Air Pollutant
Emission Notice and Control Plan revision which will be subject to Division review and approval to
ensure compliance with the National Ambient Air Quality Standards for particulate matter. Records of
the actual production rate shall be maintained by the applicant and made available to the Division for
inspection upon request. (Reference: Regulation 1, III.D.1.b.)
Mining of coal shall not exceed 30,000 tons per day or 3,200,000 tons per year.
This activity shall not result in the exceedence.of the following emissions of fugitive total suspended
particulates (TSP) and fugitive particulate matter of less than ten microns {PM~o). These emission
limits are based on the production rates listed above. The Division assumes that these levels are
being met if the control measures stated in the approved control plan are followed and the stated
process rates are not exceeded.
Total Suspended Particulates: 11.06 tons per year.
Particulate Matter (PM~o): 5.53 tons per year and 82.71 pounds per day.
7.
