<br />To: Ric Pocius, Brian Peters <br />From: Lane Wyatt <br />Date: July 12, 1996 <br />RE: Maryland Creek Ranch Conditional Ilse I'e~mit <br /> <br />Per your request 1 have reviewed the Maryland ('reek donditional Usc Permit Application for <br />general comments and conformity to the ,lreawide Water c )uality Alanagement Plan (208 Plan). <br />The proposed gravel mining operation :rt Maryland t'reek Ranch is an approved use within the <br />A-1 zoning district, it is the concrete plant, asphalt plant and processing plant which require the <br />Conditional Use Permit. The application goes into some detail on the mining operation, <br />however, provides very little informatics on the actual uses requiring this application. Therefore <br />the following comments are general in nature. <br />1. The application indicates that there will be no new inq~acts, in general, because the operation <br />is essentially being moved across the hi ~Itway. "Phis seems to imply that the existing sire will be <br />fully reclaimed prior to commencing operation at the new site. <br />2. The existing agricultural ditches that are purposed to remain on site aRcr conversion to a <br />mining operation should be protected rc~ith hernrs or other techniques to insure that they do not <br />become conduits to carry sediment and other pollutants ofl'sire. Runoff drainage systems should <br />he designed to contain the runoff on sits and utilize infiltration to prevent off site sedimentation <br />problems. (see Policy 3, 208 Plan) <br />3, This facility, and the conditional uses contemplated, appear to require a CPDES stormwater <br />permit for industrial activities. This permit should address many of the potential issues of concern <br />such as protection from spillage of petrochemicals stored on site, dlisposal of wash water, <br />operation and maintenance of any rnnotTtreatment systems, etc. If the facility is required by <br />Colorado Department of Health to have this permit it should be a condition for approval. (see <br />Policy 4, 208 Plan) <br /> <br />
