No quantitative information is provided regazding increased noise <br />transmission from the mining operation due to wind. This information should be <br />considered before a permit is issued. <br />12. Recent CDOT studies indicate that the traffic count on Highway 9 adjacent <br />to the proposed mine has increased 25% from 1992 through 1995. Increased traffic <br />generated by the proposed mine and ancillary operations could create both a negative <br />health and safety impact on the public as well as additional costs to the pubhc to deal with <br />these impacts over the life of the proposed permit (50 years). <br />13. Many current vehicle users of applicants existing operation (Love Pit) pose <br />significant safety risks to other users of Highway 9 adjacent to the present mine. What <br />provision has been made to eliminate such safety risks, e.g., overloaded trucks from <br />mining operation using Highway 9; trucks outside CDOT motor carrier regulations <br />obtaining materials from proposed mine and subsequently utilizing Highway 9, etc.? <br />14. Certain issues raised by water quality specialists of the Northwest Colorado <br />Council of Governments should be addressed. These issues are identified in the memo <br />from Lane Wyatt dated July 12, 1996, a copy of which is attached for your convenience. <br />15. Finally, this Board should require the sampling of fill material at the Love <br />Pit to determine compliance with the existing permit. <br />Based on the foregoing, it is the position of the undersigned that the requested <br />permit should be denied until at least each ofthe above referenced items is adequately <br />provided for. <br />Respectfully submitted, <br />Robert A.
