The operator states in the November 23, 1983 response to MLRD item <br />No. E-5 that irrigation will not be done in any of the areas since the <br />• catt y rangeland proposed should not require irrigation. The staff would <br />recommend that the Board drop this original permit commitment for upland <br />areas which are definitely grazing land, however, meadow areas adjacent. <br />to the creek should be seeded with the hay meadow mix and irrigated until <br />established. <br />5. It is the staffs understanding that the operator will agree to <br />grading bottom lands adjacent to the creek such that drainage would be in <br />a generally downstream direction, rather than allowing drainage directly <br />back to the river. <br />6. In reference to the operators November 23, 1983 response to MLRD <br />item No. 7, please describe the type of riprap used in the 100 cubic yard <br />placement, the specific location, length of bank affected and method of <br />placement. <br />7. 6n October 10, 1983, the landowner, operator and representatives of <br />both parties present met v+ith me at tfle project site to discuss the <br />amendment and past and present problems. It was noted that the +material <br />above the competent monzonite rock was unstable and would require <br />backsloping and random benching to create a stable condition. Please <br />revise that portion of the amended reclamation plan v+hiCh states that <br />"Reclamation planning will be toward leaving the vertical walls at a <br />slope of 1(2:...". <br />8. Did the operator alter the course of the Saint Urain Creek? If so, <br />what was the date of the channel change? Please address the benefit of <br />putting the Saint Vrain Creek back into its original channel and filling <br />that portion of the stream channel that was constructed. Please keep in <br />mind that a 404 dredge and fill permit would be necessary to backfill <br />this wetland. <br />E. Exhibit L - Reclamation Costs <br />1'. Please provide cost data for obtaining sufficient irrigation <br />equipment and water to irrigate the hay meadow area for the period of <br />time outlined. <br />2. Please provide detailed cost data for backsloping and randomly • <br />benching the unstable material above the competent monzonite rock in the <br />quarry's current state. <br />3. The staff is researching wflat it would cost to purchase and have <br />delivered sufficient topsoiljgrowth medium for replacement on all areas <br />to be revegetated to a depth of 12 inches.
