•
Abstract
At the request of Bowie Resources, Ltd. (as represented by J.E. Stover and
Associates) and the Colorado Division of Minerals and Geology and Office of Surface
Mining, a Class [II cultural resource inventory of approximately 70 acres within the Bowie #2
Mine Loadout impact azea and a 4200-foot-long section of proposed railroad track was
conducted by Carl E. Conner and Barbara J. Davenport of Grand River Institute. The study
area Ges south and southeast of the town of Bowie, in Delta County, Colorado.
The survey was undertaken to ensure the project's compliance with state and federal
legislation governing the identification and protection of cultural resources on privately
owned lands that will be affected by a govemment approved action. The purpose of the
cultural resources investigation was to identify resources within previously unsurveyed azeas
likely to be affected by the proposed action, to evaluate these sites' eligibility for listing in the
National Register of Historic Places (NRHP), and to make management recommendations for
those sites found to be eligible or potentially eligible.
Field work was performed on the 6'", 7~', and 13'~ of July 2000. As directed by the
new 36 CFR800 regulations, this inventory included the search for relevant traditional
cultural properties. Based on the files search, field survey, and this researchers personal
knowledge, no such communities exist within the project area. However, the field inspection
identified and newly recorded four historic sites -three Farmsteads (SDT1274, SDT1275,
and SDT1276) and one canal segment (5DT1277.1). The farmstead sites were field
evaluated as not eligible for listing on the NRHP, but the canal is recommended as eligible.
These sites were assessed in terms of professional discretionary observations
concerning the degree of effect, according to criteria outlined in 36 CFR 800.3. Although
sites SDT1274, SDT1275, and SDT1276 were field evaluated as not eligible, potential effects
of the project were considered. The house structure (Feature 4) of site SDT1274 may be
dvectly or secondarily affected by the construction of a conveyor from the mine to the
loadout azea. None of the buildings of site SDT1275 will be affected by the proposed
loadout area or conveyor construction, but the orchard near the railroad track will be
removed to allow for a second track to be laid. Buildings at site SDT1276 will be removed
for [he construction ofthe loadout area. The Fire Mountain Canal segment (SDT1277.1),
which was field evaluated as eligible for listing on the NRHP, will not be directly affected by
the proposed actions.
•
