Revised 11/20{80 <br />(vi) Analysis of a series of aerial photographs, including color infra- <br />red imagery flown at the time of year to show any late summer and fall <br />differences between upland and valley floor vegetative growth and of a <br />scale adequate for reconnaissance identification of areas that may be <br />alluvial valley floors. <br />(2) Based on the investigations conducted under 30 CFR 785.19 (c)(1), <br />the regulatory authority shall make a determination of the extent of any <br />alluvial valley floors within the study area and whether any stream in <br />the study area may be excluded from further consideration as lying <br />within an alluvial valley floor. The regulatory authority shall deter- <br />mine that an alluvial valley floor exists if it finds that-- <br />(i) Unconsolidated streamlaid deposits holding streams are present; <br />and, <br />(ii) There is sufficient water to support agricultural activities as <br />evidenced by: <br />(A) The existence of flood irrigation in the area in question or its <br />historical use; <br />(B) The capability of an area to be flood irrigated, based on stream- <br />flow water yield, soils, water quality, and topography; or, <br />(C) Subirrigation of the lands in question, derived from the ground <br />water system of the valley floor. <br />General <br />A field investigation and technical evaluation of all drainages <br />containing streams within and adjacent to the permit area have been <br />conducted in accordance with this Section; an unpublished document <br />• by OSM titled, "Alluvial Valley Floor Guidelines", dated June 11, <br />785-5 as <br />
