Section 785.19 (d} Continued. <br />' (~ <br />Environmental Mdnitoring <br />Monitoring of acknowledged alluvial valley floors will be conducted <br />as required by this Section and Sections 816.52 and 822.14. A <br />system of five monitoring stations will be established at locations <br />shown on Map 5, North Park Hydrology. The facilities at each of <br />these stations will consist of a stream sample site, a shallow <br />monitor well drilled and cased through the alluvium for ground <br />water level measurement and sampling, and staff gages for measure- <br />ment of stream stage. Vegetation, soil moisture, streamflow and <br />alluvial permeability data will be collected at the time of instal- <br />lation of each station. The facilities will be monitored monthly <br />during high flow in the spring and quarterly at other times for the <br />length of the mining and reclamation period. Agricultural produc- <br />tion will be monitored by obtaining inventories of harvest yield <br />after each growing season. Annual data reports will be submitted <br />• throughout the banding period. Monitoring will be conducted to <br />detect any toxic or harmful levels of water quality or quantity <br />which could cause material damage to alluvial valley floors. <br />(e){1) No permit or permit revision application for surface coal mining <br />and reclamation operations on lands located west of the one hundredth <br />meridian west longitude, shall be approved by the regulatory authority, <br />unless the application demonstrates and the regulatory authority finds <br />in writing, on the basis of information set forth in the application <br />that-- <br />(i) The proposed operations would not interrupt, discontinue, or pre- <br />clude farming on an alluvial valley floor, unless the premining land use <br />has been undeveloped range land which is not significant to farming on <br />the alluvial valley floor, or unless the area of an affected alluvial <br />.valley floor is small and provides, or may provide, negligible support <br />for production of one or more farms; provided, however, this subpara- <br />785-42 <br />
