Section 785.19(d) Continued.
I •
mentation ponds is not expected to have an adverse impact on the
supply of irrigation water to the Canadian River floodplain. The
sedimentation ponds will also function as flood protection facili-
ties, thus insuring against the loss of agriculturally useful lands
by flooding. In summary, no material damage to the Canadian River
floodplain is anticipated considering the sedimentation control and
reclamation plans in this application.
The third subject area, the lower reach of Bolton Draw, is flood
irrigated by a single diversion, Bolton Ditch. The applicable
criteria for determining material damage are potential TDS concen-
tration as compared with crop salt tolerance, potential surface
water availability measured against irrigation requirements, and
potential flooding as it impacts agricultural land use. All of the
mining effects and mitigative factors discussed above for the
Canadian River floodplain apply to Bolton Draw, with one additional
aspect. The water supply for Bolton Ditch originates at the
Michigan River, in a basin which will not be affected by mining
operations. Thus, mining will not have any effect on the quantity
or quality of the water used to irrigate Bolton Draw. Therefore, no
material damage to Bolton Draw is anticipated from mining and
reclamation operations.
Effectiveness 6f Reclamatioci
A full description of the reclamation plan and its effects on the
hydrologic balance is provided in Sections 780.18 and 780.21. Res-
toration of surface and ground water systems to baseline condi-
tions, including those systems which supply alluvial valley floors,
is an integral part of the reclamation plan. Pertinent aspects of
the plan as to the effectiveness of reclamation in minimizing any
long-term impacts on alluvial valley floors is discussed below.
U
785-40
