Section 785.19 (c) Continued. <br />f <br />ability criteria of flood irrigation or sub-irrigation because of <br />insufficient water supply for irrigation. Therefore, it is con- <br />cluded that none of this area can be considered as an alluvial <br />valley floor. <br />The sixth subject area, the reach of Sudduth Draw in and downstream <br />from the mine plan area, was found by field investigation not to be <br />flood-irrigated or naturally sub-irrigated. A series of stock <br />ponds along the entire reach of the stream causes an artificial <br />elevation of the water table into the root zone in the subject <br />area. While this artificial sub-irrigation is identifiable in the <br />field and on color infrared photography, it is not valid to assume <br />that the study area was sub-irrigated before the stock ponds were <br />constructed. Since correlations of water availability characteris- <br />tics can be drawn between Sudduth Draw and the other intermittent <br />. stream valleys in the mine plan area, and the fact that this reach <br />of Sudduth Draw is not "naturally sub-irrigated", none of this area <br />can be considered as sub-irrigated. Therefore, none of this area <br />can be considered an alluvial valley floor. <br />I . <br />(d) Application contents for operations affecting designated alluvial <br />valley floors. <br />(1) If land within the proposed permit area or adjacent area is identi- <br />fied as an alluvial valley floor and the proposed mining operation may <br />affect an alluvial valley floor, or waters that supply alluvial valley <br />floors, the applicant shall submit a complete application for the pro- <br />posed mining and reclamation operations, to be used by the regulatory <br />authority, together with other relevant information, including the <br />information required by Paragraph (c) of this Section, as a basis for <br />approval or denial of the permit. The complete application shall in- <br />clude detailed surveys and baseline data required by the regulatory <br />authority for a determination of-- • <br />785-28 <br />
