•
EXHIBIT D—Mininn Plan
(a) Description of the method(s)of mining to be employed in each stage of the operation as
related to any surface disturbance on affected lands;
Access to the site will be off US Highway 285 using a CDOT approved culvert and access road
located at the extreme northwest comer of the proposed area of operations. This access will be
utilized for the duration of the mining activities. A total of 38.65 acres is within the proposed
permit area of which approximately 35 acres will be ultimately disturbed b} mining activities.
The undisturbed areas will consist of perimeter buffer areas where topsoil material will be
stockpiled.
Fences will be installed on the eastern and northern sides of the site and a double steel lockable
gate will be located at the extreme northwest comer of the proposed area of operations(CDOT
recommended site access location). A CDOT approved culvert and access road will allow ingress
and egress to the site off of the US Highway 285 R.O.W.
After fencing and gate installation, the initial stage of activities at the site will be concerned with
clearing areas for a mobile contract crushing equipment spread, future product stockpiles and the
haul road/truck scale areas. As shown on the Mining Plan Map,approximately I I acres of initial
disturbed area will be required for haul road, equipment staging, and stockpiles.
The upper 8 to 12 inches of topsoil material will be salvaged and stockpiled along the eastern and
northern pit perimeters (at the top of the future 3:1 slope) in buffer zone areas for replacement in
reclamation. If topsoil stockpiles are to be left for more than 1 growing season, they will be
seeded with the USDA recommended seed mix. These stockpiles will be located out of mine
traffic areas and possible temporary stockpile locations. As future mining activities progress
across the site, topsoil material will be stockpiled in a similar manner along the west and southern
pit perimeters. As shown on the Mining Plan Map,the buffer zone areas on the north, east, and
south sides of the proposed area of operations will be approximately 30 feet in width. The buffer
zone area on the west permit boundary(adjacent to US 285 R.O.W.) will be 50 feet in width.
After access has been established and equipment and stockpile areas cleared,a mobile contract
crushing unit will be mobilized onto the site and set up as indicated on the Mine Plan Map in the
northeast comer of the site. Initial mining activities will commence as shown on the map at the pit
ramp location south of the crusher/product stockpile area. Mining will proceed to the south and
west then northwest across the pit area as shown on the map. A 3 to I (3H:I V)slope profile will
be established around the entire excavated perimeter(except ramp areas) from the toe of the pit to
the top inside edge of the perimeter buffer zone areas(this 3:1 slope is shown on the Reclamation
Map). The estimated total depth of the pit excavation will be approximately 25 to 28 feet BGL in
total depth.
As the excavated pit area increases in size, subsequent crusher mobilizations(several
mobilizations may be required to completely mine the site)will use the excavated pit floor areas
for equipment set-up and product stockpiles. As mining of the pit area is extended to its
maximum limit toward the northwest, the pit access ramp location will be established at the
northwest comer of the pit area. The final stage of mining activities will consist of mining the
"original" I I acres of disturbed area and processing and stockpiling the materials in the pit area
until the final excavation limits have been reached.
