The term "point source" means any discernible, confined, and <br />discrete conveyance, including but not limited to any pipe, channel, <br />ditch, tunnel, conduit, well,discrete fissure, or container from <br />which pollutants are or may be discharged into waters of [he State. <br />2. The term "mine drainage" means any water drained, pumped or siphoned <br />from a coal mine. <br />3. The term "active mining area" means a place where work or other <br />activity related to [he extraction, removal, or recovery of coal is <br />being conducted. <br />4. The term "coal mine" means an active mining area, including all land <br />and property placed upon, under or above the surface of such land, <br />used in or resulting from the work of extracting coal from its <br />natural deposits by any means or method, including secondary <br />recovery of coal from refuse or other storage piles derived from the <br />mining, cleaning, or preparation of coal. <br />5. The term "coal preparation plan[" means a facility where coal is <br />• crushed, screened, sized, cleaned, dried, or otherwise prepared and <br />loaded for transit to a consuming facility. <br />6. The term "coal preparation plant associated area" means [he coal <br />preparation plant yards, immediate access roads, slurry ponds, <br />drainage ponds, coal refuse piles, and coal storage piles and <br />facilities. <br />7. The term "reclamation area" means the surface area of a coal mine <br />which has been returned to required contour and on which <br />revegetation work has commenced. <br />~, <br />8. The term "post~ining area" means (a) a reclamation area, or (b) [he <br />underground workings of an underground coal mine after the <br />extraction, removal, or recovery of coal From its natural deposit <br />has ceased and prior to bond release. <br />9. The term "deactivated point" means any location previously specified <br />as a pernitteddischarge point, where active mining, mining-related <br />activities, and pose-mining activities have ceased and the facility <br />has been released from performance bond. Any location having been <br />identified and classified as a "deactivated point" in writing shall <br />not be subject to any NP DES pe m it requirements. <br />10. The term "discharge" means any addition of any pollutant or <br />. pollutants to waters of the Stale, iro:a any point source. <br />Amended 7 y C1,U-~ <br />
