SIIELTON D~icclor <br />~~ .~ <br /> <br />Proposed Policy For Evaluating <br />Species Diversity <br />The Colorado Surface Coal hlining Reclarution Act requires in part the establish- <br />m.,nt of a "diverse, effective, and pernament vegetative cover." In order to <br />meet the requirements for establishing a diverse vegetation on the reclaimed <br />surface, the Division must set success cc~iteria for vegetative diversity. <br />All coal operations are required to submit baseline vegetation data, if avail- <br />able. Operators are required to provide baseline cover or productivity data <br />by species. when this baseline information is available the Division will use <br />the baseline information to establish success criteria For species diversity. <br />Diversity success criteria will reflect the nature of t71•~ premining community <br />or communities at the mine site. <br />In some instances, operators have not been able to obtain baseline vegetation <br />information. For these cases, the Division will set the following success <br />:~ criteria. In order to demonstrate that the specin_s diversitu and seasonal <br />variety of the reclaimed area meets the requirements of Rule 4.15.3 the <br />following criteria must be taken into consideration. <br />a. Maximum dominance (relative importance) of any one species <br />b. Minimum number of species on reclaimed areas <br />c. Post-mine land-use utility <br />- life-form representation <br />- community diversity <br />lerbaceous species diversi <br />a. Using relative cover or production values for each species, the <br />reclaimed areas should have at least 5 perennial species :>'ith relative <br />importance equal to or greater than 30, but with all 5 species conbined <br />not to exceed 75~ in relative importance and with anyone of these 5 <br />species not to exceed 40"~ in relative imfortance. <br />b. -ased on mirk-spe:;ific site conditions and la ral-use ohjectives, lice <br />form requirements ruith respect to herbac<~ous plants may be imposed (i.e. <br />at Ieast 1, 2 etc. of the 5 ,herbaceous species should be a warm season <br />grass, a cool season grass, a forb, etc.) <br />Shrub diversity (when applicable) <br />,~.
