COLORADO 80203 PHONE 1303) 8fi6-2611 <br />Weld County Planning CorrDnission <br />915 10th Street <br />Greeley, CO 80631 <br />Dear Planning Comrnission: <br />RE: USR-489:82:4, SIEGRIST CONSTRUCTION <br />The Siegrist Construction Company has requested a special-use permit to <br />operate a gravel pit on 396 acres of land in secs. 35 and 36, T3N, R68W <br />and sec. 2, T211, R68W. Most of the tract is underlain by flood-plain <br />gravels shown as F1 on the CGS aggregate resources map of the Gowanda <br />quadrangle. Overburden in most places varies from 2 to 5 ft thick over- <br />lying a maximum 18 ft of recoverable gravel. <br />The 21-year mining plan has been divided into three phases, each with two <br />or three subphases. In the first two phases separate parcels or subphases <br />are needed because this portion of the tract is crisscrossed by two gas <br />pipelines and St. Vrain Creek. Although these unminable rights-of-way <br />prevent complete recovery of the resource, they will help to create more <br />irregular, natural looking ponds in the reclamation stage. In general <br />mining will progress downstream or away from I-25 so that visual impacts <br />gradually will be lessened and also so that the area along the I-25 service <br />road can be sooner reclaimed for commercial development as part of the <br />overall reclamation objective. In addition, homesites have been proposed <br />along the north edge of the property largely on nonresource land and partly <br />on nonmined resource land between Hayseed Ditch and the 100-yr flood-prone <br />area (limit of excavation). Thus this multiple-use proposal takes <br />advantage of both minable and nonminable land under more difficult than <br />normal conditions (i.e., the locations of rights-of-way). The reclaimed <br />pits should complement the nearby Barbour Ponds (also reclaimed pits) and <br />other reclaimed areas along St. Vrain Creek.
