Tom Guobis <br />Brooks Towers <br />1020 15th Street <br />Denver, Colorado 80202 <br />Dear Mr. Guobis: <br />Pursuant to our meeting of November 25, 1981 and our <br />telephone conversation of November 30, 1981, Wyoming Fuel <br />Company is supplying additional information for the Cana ian <br />Strip Mine. The information being supplied is in regard to <br />reclamation and reference area monitoring. It is our un er- <br />standing this information is being supplied to avoid unn ces <br />stipulations to our mining permit. <br />1. Range conditions on both reference areas will be moditgred <br />every five years from the time of permit approval by thel~IU.S.D.A. <br />Soil Conservation Service in order to show that these ardas are <br />in at least fair range condition. This evaluation shall~be <br />submitted to the regulatory authority (RA) by the end of each year <br />in which the survey is conducted. If either or both of he <br />reference areas are determined to be in less than fair r nge <br />condition at any of these survey times, Wyoming Fuel Com any will <br />design in consultation with the regulatory authority, an use <br />appropriate mitigative measures to attempt to restore these areas <br />to fair range condition. Wyoming Fuel Compdny will subjectively <br />review the reference areas during the periods between th se five <br />year evaluations. This intezim evaluation will be an of ort to <br />insure reference areas are toaintained in fair condition. In the <br />event the range condition increases to above fair Condit}}on <br />during any of these above time frames and particularly d{~ring <br />bond release [Wyoming Fuel Company will rely solely on ba eline <br />data to evaluate revegetation success. It may also be n cessary <br />to adjust vegetative success data on reference areas as result <br />of weather conditions during the bond release period. This is to <br />insure data taken from the reference area is comparable ~o the <br />conditions when premininq vegetation data was collected. Ah <br />appropriate revegetation success methodology will be dev~loped in <br />consultation with Wyoming Fuel Company and the RA. <br />i <br />
