Engineering Evaluation
Mining cannot be performed within 200-feet of a structure unless an engineering evaluation is
made that demonstrates the structures will not be damaged by the proposed operation.
Dr. Michael DeJohn owns a fence that touches the north line of the permit boundary. There aze
two fences located on the south line of [he permit boundary, one barbed wire and the other an 8-
foot high game fence. The game fence is owned by Tom Farmer. The bazbed wire fence is owned
by Tom Farmer and adjacent property owner Allen or Williams depending on the location.
Mining will be performed within 200-feet of these fences. A buffer zone equal to 3 times the pit
depth will be provided while mining the steep but stable advancing side slopes adjacent to these
fences. This buffer zone can be reduced to a 3H:1 V slope at any time. The net result of this
buffer zone is there is always the equivalent of a 3H:1 V slope between the active pit and the
fences.
The reclamation plan shows the pit side slopes have a final slope of 2.SH:1 V. The disturbance
boundary is 25-feet from the DeJohn fence and the fences along the south line of the permit
boundary. Combining a 2.SH:1V slope and a 25-foot offset yields and effective slope of
3.33H:1V fora 30-foot deep pit.
There aze fences within 200 feet of the disturbed areas associated with [he access road and the
access road abuts County Road 37.00. There will not be any excavation associated with the pit
access road. Therefore, there will not be an excavation to undercut or create an unstable cut slope
adjacent to these fences or County Road 37.00.
I, J. E. Stover, P.E., have a wide variety of experience in design and construction activities
including evaluation of the stability of cut and fill slopes which is applicable to gravel pit
activities.
Based upon my evaluation of the proposed operation, it is my professional opinion the 3H:1 V
slopes will protect the fences adjacent to the active pit. Furthermore, the structures adjacent to the
pit access road will not be damaged by the operation b~~a~od~re will not be an excavation to
create an unstable slope adjacent to the fences or Cit~,~2e~fl' .
a
o i~ 2c/ a
;s E.
No.
12/02 S - 2
