Rule 2: Permits <br />• The post-mining land use, which LCC proposes for the permit area at Lorencito Canyon Mine, is <br />shown on Map 2.05.5-1, Post-mining Land Use. The post-mining land use on undisturbed <br />portions of the permit area will be similar to the pre-mining land use, and will consist of <br />rangeland/wildlife habitats. Land uses adjacent to the permit area along the river consist of <br />cropland, irrigated cropland and residences. No land uses adjacent to the permit area will be <br />affected by mining operations. Pre-mining land uses are described in Section 2.04.3 of this <br />application. Surface coal mining disturbance areas consist of the surface mine area and haul <br />roads. Access roads will consist of upgraded existing roads. Other light-use roads will also utilize <br />existing roads and not require new disturbance. Reclamation of surface disturbance areas will <br />establish permanent vegetation cover of the same seasonal variety and utility as the vegetation <br />native to the affected area, and is consistent with the planned post-mining land uses. Backfilling, <br />grading, and revegetation will accomplish achievement of the post-mining land uses. <br />The disturbance associated with the surface mine will include the mine area and fill areas. No <br />buildings or structures will be constructed to support the surface mine. The surface mine area <br />will be reclaimed primarily as grassland with shrub plots interspersed throughout the area to <br />support apost-mining land use of rangeland. The pre-mine vegetation communities are grassland <br />and oak/pinyon pine used primarily for wildlife habitat and rangeland. The post-mining areas <br />will have increased and improved rangeland and wildlife habitat for some wildlife species. <br />Revegetation communities representative of existing native pre-mine plant communities will also <br />! be established on the roads. Haul roads will consist of new disturbance in areas with apre-mine <br />j land use of wildlife habitat and rangeland. Topsoil salvaged from road construction will be <br />stored in windrows adjacent to the roads or in a stockpile near the roads. After haul roads are no <br />• longer needed, they will be reclaimed and revegetated to a grassland community. The primary <br />post-mine land use will be rangeland. <br />Upon release of bond and final revegetation, the land will be returned to the pre-mine land use in <br />the hauUaccess road areas. LCC currently leases all surface lands affected by the mine <br />operations.
