SUBJECT: COULSON EXCAVATING - BROWNWOOD P1T, LARIMER COUNTY,
APPLICATION FOR MINING AND RECLAMATION PERMPf
As requested by your office, we have reviewed the application for a gravel
pit near Loveland. The applicant has provided insufficient information
concerning his use of water in the proposed mining operation. If water will
be required for dust control, gravel washing, sanitation, or other purposes,
we recommend that the Board be provided with additional information concern-
ing the source and amounts of water to be used. The applicant stated in
Exhibit G that evaporation from the proposed reclamation ponds will be
replaced with 5/6 share of Big Thompson Ditch and Manufacturing Company
water. In order to evaluate the proposed augmentation plan, the applicant
must provide additional information on the amount of water to be evaporated
annually, the amount of consumptive use by the 5/6 share, and the method
to be used to administer the plan. The plan should then be submitted to the
Water Division 1 Court in Greeley for adjudication. Until the additional
information is provided, we cannot recommend approval of the application.
