Long <br />Division Director <br />Additional adequacy concerns have been identified regarding the Soaring Eagle Gravel Pit application. <br />Please respond to the following comments and concerns by May 24, 1999 so the decision for this <br />application can be made prior to June 3, 1999. If you cannot respond by May 24, 1999, please request a <br />decision date extension. Please be aware that failure to adequately address these comments and <br />concerns, or submit a decision date extension request, by May 24, 1999, could result in denial of this <br />application. <br />ADEQUACY COMMENTS <br />Rule 3.1.5{3i requires that all grading be done in a manner to control erosion and siltation of the <br />affected lands and to protect areas outside the affected land from slides and other damage. Rule 6.5 <br />allows the Division to require an applicant to submit an appropriate geotechnical and stability analysis <br />demonstrating that off-site areas will be protected, with appropriate factors of safety incorporated into <br />the analysis. <br />The Division believes there is potential for adverse off-site impacts if the proposed inlet and outlet <br />structures for the lake failed to function as intended. Therefore, Grand Junction Pipe and Supply is <br />directed to submit an engineering stability analysis for these structures. The analysis will need to <br />include a hydrologic demonstration certifying what size flood event the structures are designed to <br />safely pass. Also, the demonstration will need to address stability of the embankment on either side <br />of these structures. <br />2.
