Equipment and buildings will be mobilized to the site by the contractor. Equipment will include a trailer mounted
concrete batch plant, pump station, cement pig, generator, water storage tanks, fuel storage, and light stations. Up
to three office trailers aze anticipated to be on site. Electrical power will be supplied from an existing line along
County Road 33. All equipment and trailers are the responsibility of the contractor and will be on the site for
approximately 3 months for both the 8 Right and 7 Right cross-panel entry backfill operations. This equipment will
be de-mobilized from the site for approximately one year after the 8 Right cross-panel entry is completed and prior
to the backfill of the 7 Right cross-panel entry.
Site Reteutiou
The 8 Right and 7 Right Cross-Panel Entries Grout Backfill site is located in section 21, Township 5 North, Range
86 West and consists of 2.5 acres of disturbed area. It is planned to retain the site and construct corrals to facilitate
operations at the Trout Creek Ranch. The borehole into the mine is scheduled to be grouted during the fourth
quarter, 1998. Upon completion of the grouting the site will be left in a condition suitable for the construction of
the corrals. Along this line the existing structures, i.e. power line, culverts, fence, and gravel pad will be retained as
part of the cotrals. The existing secondary sediment control structures will remain as part of the facility.
If approved, the 6,722 BCY (7,730 LCY) topsoil stockpile will then be combined with the existing pile SF-1 to
total 61,564 CY. This additional topsoil would then be redistributed equally over the mine entrance road, the old
PM Bay area, and the main office area to a depth of 6" during the reclamation processes.
i,ieske Substation
In order to increase the reliability of the power supply to the EMD fan facilities, an upgrade of the existing Lieske
substation is required. The existing substation and power lines are owned by YVEA and were conswcted under a
blanket easement dating back to 1940. The upgrade will include construction of a light use road, pouring of two
concrete pads for electrical equipment, installation of a transformer and circuit breaker, and a new power line. The
permit boundary will be extended to include the East 'h of Section 12, in TSN, R86W to include these additions.
The original YVEA road into the substation will be upgraded to meet die performance standards of a light use road.
The YVEA road cuts across approximately 400 feet of reclamation that was associated with Mine 3. In order to
upgrade this road, the topsoil will be stripped to an approximate depth of 12 inches and windrowed to the side of
the road. The topsoil will be seeded with an appropriate seed mixture to prevent loss of the resource. A sub-base
of 3-inch pit run will be overlain with 3/4-inch roadbase to provide a durable road surface.
Two concrete pads will be constructed within the fenced area at the Lieske substation as foundations for the
electrical equipment that TCC plans to install. The dimensions of these pads will be 10' x 8' x 6" and 5' x 5' x 6".
A non-PCB transformer with dimensions of 9' x 5' x 12' and a circuit breaker with dimensions of 4' x 4' x 8' will
be anchored to the concrete pads and tied into the new power line. The power line will tie into the line to the EMD
ventilation shaft power line at the Middle Creek Office. Approximately 28 wooden poles will support this power
line for a distance of approximately 8,000 feet.
Reclamation that TCC is responsible for at this location includes the removal of the power line and poles, removal
of the concrete pads, removal of the Vansformer and circuit breaker, and replacement and seeding of the topsoil
over the light use road. The power poles, electrical equipment, and concrete pads will be removed when the EMD

TR98-31 2.05-63 APPROVED JAN 0 5 199A 11/17/9s•
